| In the 21st century, the whole world has put more emphasis on developing the marine economy and strengthening marine regulations. Echoing the booming marine economy, China is facing more challenges in terms of maintaining marine safety. With a rapid growth of marine traffic volume and marine pollution as well as an increasing number of emergencies of marine disputes, marine damage and marine peril, we are demanded to make more efforts in handling marine emergencies and carrying out marine search and rescue operations. For the sake of maintaining marine safety, it has become a priority for the multi-ministry and bureau to build up a joint operation mechanism and polish the marine emergency response mechanism at the same time. Through a comparative study of the USCG&CCG in emergency response mechanism, with the reference its US counterpart's field experiences, this dissertation, which aims at maintaining marine safety, strengthening marine regulations and developing marine economy in a sustainable way, is trying to make suggestions in reforming and polishing China's marine emergency response mechanism in a scientific, modern and field way. Moreover, this dissertation also contributes a lot to the State's ministries in terms of energy sources, diplomat, military and state security, etc.The dissertation is divided into six chapters. The preface is a brief introduction to the orgin the subject, the research value, the core issue to deal with, the approach adopted in the research and the research fruits from both the domestic and the abroad. Chapter Two mainly illustrates theoretical foundation in handling emergency at Sea-----the risk management theory and the pyramid model of the emergency response mechanism. Chapter Three is a comparative study of the USCG&CCG in terms of coping with paroxysmal events at sea. Chapter Four is based on the macro analysis over the CCG's marine emergency response mechanism, in which the author points out the main problems in the field operations and the reason for the different emergency mechanism between the USCG&CCG. And Chapter Five is the blueprint for setting up a marine emergency response mechanism in a more scientific and more efficient way, by the means of accelerating the process of legislating in related fields, forging commanding centers for marine emergency response operations and a joint emergency response mechansim with the CCG as its core, and a possible breakthrough in optimizing the marine distribution of man power and equipments. |
