The Study On Public Emergency Events Response Mechanism Of Gansu Province

All kinds of emergency events gradually showed high incidence trend with the world globalization,multi-polarization,social informatization and ecological environment changes rapidly,which brought the unprecedented challenge to social management and the government as well as brought the great threat to people's life and property safety.How to enhance the level of emergency events 'management and disposal ability of government,to maintain social stability and promote social harmony have become an important content of the construction of the service-type government.This study aims to study the public emergency events response mechanism and it has important theory and practice significance in improving the disposal ability of government emergency events,promoting social harmony and stability and improves the government's ruling ability and credibility under the new times.This study adopts literature research,case analysis comparative study,and other research methods based on the existing relevant research results at home and abroad,starting from the basic concept,the concepts,classification,steps and characteristics of public emergency events,analyzed the connotation and composition of elements,guarantee elements and emergency events assessment index of emergency events,this study focus on optimizing the response mechanism of emergency management and learned from the public emergency events experience in America,Japan and Guangzhou of China,put Longnan “11.23”Longxing Antimony industry sand leakage major environmental pollution incident emergency disposition as a case,and found the public emergency events response mechanism of Gansu province and pointed out the problems.To put forward the optimizing strategies and suggestions of the public emergenc y events response mechanism in Gansu province : improve the crisis handled awareness,construct the emergency management mechanism,improve the emergency plan system,standardize the procedures of emergency response,improve the early treatment and assessme nt mechanism,strengthen emergency support capability,strengthen the construction of informatization.
