The Shanxi-Chahaer-Hebei Border Region is a base area with high autonomy from the legal perspective. To survive and develop in a difficult environment, and finally achieve success in the anti-Japanese war, the leaders of the border region, based on the legal history and sources and the reality of the region, overcame the legislative difficulties and developed a judicial road featuring governance, through audacious exploration and practice within the judicial area, and by flexibly using the basic spirit of the revolutionary theory.Beginning with the historical judicial materials of the Shanxi-Chahaer-Hebei Border Region, and based on recalling the establishment of the judicial system, exploring the sources of the judicial system and analyzing the basic judicial principles of the border region, this article starts with the perspective of the communists'social goals, explores their reform to the old judicial system and their efforts in building a judicial model of governance, introduces the real situation in the border region, such as the components of the judicial personnel and their work, and explains the contents and forms of the judicial governance. The judicial governance emphasizes on the universal participation of the public and the flexible application of law by judicial staffs, advocates that the judgments should reflect the opinion of the society and the people, and promotes the advancement of the society based on respecting the people's judgment on justice. The humanistic care, the understanding on the people's judgment on justice and the respect for the national goals reflected by it shall have a positive influence on the judicial work nowadays.
