The Study Of Two-way Referral Management Information System Based On Social Insurance Management Information System Platform

Medical and public health is a crucial part of people'daily life, with the establishment of the social security system and the needs of community security development, community health service appeared in China in 1997. Along with the in-depth development of community health services, two-way referral emerged in China. How to informationize two-way referral service, making hospitals and community health agencies share patients' information, caused wide attention of scholars in China.By means of MIS, Unified Modeling Language and Data Warehouse, this paper studied two-way referral MIS based on the Social Insurance Management Information System Platform taking advantage of hospitals and community institutions linking to social security network on the basis of theoretical analysis and investigation. This paper includes three aspects:Firstly, using management information system theory to analyze two-way referral MIS.This part explained referral and its informationize, determined the objectives of the system and analyzed the significance and the feasibility of the referral MIS on the basis of current system investigation. It analyzed the system requirements, using UML to create Use Case Modelings.It also analyzed the business process of referral on the basis of investigation and drew the data flow diagrams to describe the referral system.Secondly,on the basis of system analysis, this part finished the collectivity design of two-way referral MIS.Above all the designing principles and architecture were laid down, and described the function of the system, including seven subsystems such as hospital management subsystem, community management subsystem, HL7 communication subsystem, referral decision support system. This paper used HL7 messaging standards to achieve the transfer of patients'information and explained the principle of HL7 standards for transmission of information.Thirdly, the detailed design of decision support subsystem based on the referral data warehouse. This part designed the referral data warehouse by means of theory of the Data Warehouse, checking its architecture and three themes including the patients form, disease information and health care cost information. The logic Model and charts of the referral data warehouse were also finished in this part. Data mining was applied in the referral decision support system, using cluster analysis and algorithm Cumulate to subdivide the referral patients and diseases.Through the study of two-way referral management information system, hospitals and community health services can share the patients'information,and the medical services in China will be improved, this system can promote the development of China's community health.
