| In the field of urban community governance in China,social organizations are one of the important actors of action,taking on important functions such as providing services and organizing residents.This paper divides social organizations into exogenous social organizations and endogenous social organizations according to whether they originate from the embedded communities.In order to promote social organizations to better perform their functions,government purchases of social organization services are gradually spreading across the country.This competitive mechanism has become the main way for social organizations to embed community governance.And the undertaking objects of community public services are generally exogenous society organizations.In their practices of embedding in the community,although relying on their professional advantages to improve the state of community governance to a certain extent,they also exposes shortcomings such as single service content and frequent short-term behavior,which also trigger the "marginalization" of residents committees and the degenerating of residents’ autonomy capacity.As a result,a small number of endogenous social organizations have also entered the ranks of undertaking objects,which are playing positive roles.Why do exogenous social organizations appear to be "de-embedded" and why do endogenous social organizations have transcendence?This paper believes that in the process of embedding the two into the community,there are correlations between the interactive behaviors of the two with other governance entities in the community and the embeddedness reflected by them.In view of this,this article selects Wuhan City G Community as the object of investigation,and describes the interactive behaviors of two social organizations with residents committees,residents,and units in the jurisdiction when they are embedded in G Community to carry out vehicle public space governance,and bases on the eight measurement indicators of the relationship embeddedness and the structure embeddedness,to compare the differences of the embeddedness between the two social organizations,and obtain the relative advantages of the two in the embedding process.In addition,according to the public service supply institutional arrangements put forward by Savas,this paper analyzes the institutional arrangements behind the two embedding models and their influence,and finally I obtain inspirations from the compound institutional arrangements to propose a cooperative embedding model concept.The study finds that the endogenous social organization presents a state of positive interaction during the embedding process,but the exogenous social organization presents negatively,which shows that the former has more obvious embeddedness.However,this does not mean that the former can completely replace the latter.The former possesses the advantages of relationship and structure to implement deep embedding,while the latter possesses the professional advantage to enhance the embedding ability of the former.At the same time,the institutional arrangements behind the two embedding models have changed the role combination of public service supply participants,each of which assumes different rights and obligations,which are collectively reflected in the behavior of the embedding process.In view of possible risks of using an institutional arrangement alone,this article draws inspirations from compound arrangements,and starts from the embedding methods and the functional contents divided by project characteristics of exogenous social organizations,and starts from the financial difficulties and weak capabilities of endogenous social organizations,to propose some insights for realizing the cooperative embedding model to connect their relative advantages. |
