With the arrival of learning society, the rate of knowledge updating has become faster and faster, and the continuing reform of the new curriculum, which has brought a grave challenges to a new-aged teacher. They can cultivate excellent students who could adapt to today's society only if they do life-long learning to use the advanced technology on improving their teaching efficiency. The kind of ability is nothing else then education technology ability, which is the ability of design, development, utilization, management and evaluation of processes and resources for learning, as well as the ability of applying educational technology to advance teaching and learning skillfully, the ability to do research on the effect of education technology's application on teaching, and the ability to develop the novel applications.This study adopts the learning community theory as the academic perspective, takes the training of teacher education technology ability (ETA) in Fujian Province as the breakthrough point, discusses the necessity and feasibility of building a learning community for the development of teacher's education technology ability, then build a network platform to carry out this learning community. This research analyzes the deficiency of the current research on the education technology ability of primary and secondary school teachers in our country by literature survey method, precisely, they all place more emphasis on training than development, and expounds the implication and the characteristics of this research based on the meaning of learning community and education technology ability. Next, this study discusses the status and development issues in teachers'education technology ability through the questionnaire,interviews survey and qualitative analysis method, pointing out the urgency of building a learning community. Finally, establishes an educational technology ability developing network platform, which aimed at making teachers'transformation from " using educational technology passively" to "applying educational technology active,observantly and pleasurably" and which can support the sharing of resources, technical exchanges and mutual help for all primary and secondary school teachers.
