The author attempts to set up a systematical theory on designing mathematics exercises through the research on mathematics education concept and structure and function of mathematics exercises. Also, the author tries to find a breakthrough on exercises designing in new times by studying the designing methods, technology and practice of mathematics exercises.After analyzing the present mathematics education concept, we can draw a conclusion that designing mathematics exercises should embody its tools function. Also, it should not only be close to students but also keep its essence.On the other hand, by analyzing the function and structure of mathematics exercises, we conclude that problems designing should be logically based on its knowledge, intelligent and formal structure.There is difference between exercises designing system and exercises system. The author insists that designing system of mathematics exercises consists of four elements, namely, the propositional goals M (educational goal), propositional basis and methods P, mathematics exercises R (the way to achieve the educational goal) and evaluation of working out exercises F. P, R, F depends in M and they separately stand for P(M), R(M), F(M). The four elements are interrelated and relatively independent at the same time.In a word, by exploring the designing methods and technology of mathematics exercises, we can make the following breakthroughs in the future teaching practice. For example, we focus on the course of teaching and the discovering of problems. Moreover, we should pay attention to developing students' feelings, attitudes and the viewpoint of value.
