The Research Of The Relationship Between The Universities And Government From The Perspective Of Governance Theory

The topic about the relationship between universities and the government has discussed a long time, but it can not solve it very well for a long time.This paper tried to solve this problem from the perspective of governance,hoping to give people more insight."Governance"here is defined as the various individual or institutional ways of running a public or private organization as a whole. University governance refers to the structure and process of authoritative decision making across issues that are significant for external as well as internal stakeholders within a university.Governance theory can change the researching stereotype on the relationship between the government and universities which is either only from the point of the government or only from the universities,and it should be integrated into more social participation to format the pattern that the universities, government and society is a whole body. Universities and the government exist common interests,so their contradictions can be reconciled. The relationship between universities and the government had the nervous and relaxed situation alternately in the history.Because the western university has a long tradition of self-government, so in the face of government power it can still have the right to self-management; while the Chinese universitiy, from its birth it was an appendage of the government, lacking of self-government, the government control the university strictly.The relationship between universities and the government must reconstruct in the perspective of governance theory.It is necessary to establish effective corporate governance mechanism to ensure that the universities become a truly independent legal person; it is necessary to change the role of the government from control to service ; and it should establish intermediary organizations between the universities and government,making it become a"buffer"between them; it should decentralize the unversity management power in order to make all the main stakeholders can involve in the university governance , and at last we should establish partnerships relationship between universities and the government.
