To cultivate high-caliber talents is the main task of higher education in our country,and to optimize the internal governance of local public universities is a historical necessity to adapt to social development.In China,there are many obstacles in the reform of internal governance of local public universities,which greatly influences the reform,development and innovation of colleges.Macroscopically,the implementation of the government's supply policy,the relationship between government and schools,and the cultural environment affect the reform of internal governance structure;in the mesoeconomics,the regularization of the internal governance system of local public universities is the guarantee for the orderly operation of the internal governance of the school;microscopically,stakeholders are dynamic and are the main body of internal governance in local public universities.Accordingly,under the promotion of supply-side reforms,the State Council put forward “Fangguanfu: Reforms to Delegate Power,Streamline Administration and Optimize Government Services” in areas of higher education to streamline administration and delegate power to the lower levels,to emphasize on supervision and management,and to create a harmonious academic and cultural atmosphere.Against the background of “ Fangguanfu ”,we are expected to optimize the internal governance concept system and cultural environment of local public universities of local public universities,which remains as the key to achieve the modernization of public university governance.By referring to supply management theory and stakeholder theory,this paper analyzes stakeholders,systems,and the environment to form an analytical framework for “micro-meso-macro” analysis through adoption of documentary analysis method,comparative study and case study.The paper is divided into five chapters to discuss about internal governance of local public universities in China under the circumstance of “ Fangguanfu”: chapter one is an introduction,which serves as the literature review suggesting that there are limited number of studies on the internal governance of public universities affected by external policies,overall review of college stakeholders,ideas,system construction,university evaluation and ranking system and regulative environment,and definites related concepts and introduction of theoretical tools;chapter two introduces the present situation and the long-standing problems in the internal governance of local public universities in China,and analyzes the case of internal governance of S University(local public university);chapter three dives deeper into reasons behind such dilemmas from aspects of stakeholders,regulations and internal and external environment so as to lay certain foundations for the solving of them;chapter four analyzes the typical cases and characteristics of internal governance in public universities in foreign countries and their implications for local public universities in China;chapter five tries to figure out the proper methods in China to improve the internal governance of local public universities under the environment of “ Fangguanfu ”.The conclusions of this paper are: firstly,the development of local public universities in China is constrained by internal and external problems,which are including the fragmentation of government policy supply,the consolidation of resource allocation,the homogeneity of university assessment standards,the limited teaching and research decision-making in the faculties,the lack of endogenous motivation,the incomplete implementation of regulations,lack of democratic supervision mechanism and lack of service innovation environment..The main reasons are the deviation of the ideology of the governance body,the lack of awareness of democratic participation in supervision,the lack of motivation for independent innovation,the unbalanced interaction of academic and administrative power,the influence of quota system on path dependence,the existence of loopholes in the power distribution system,the lack of features in the development planning system,and the obstruction of the development and implementation of the regulations.Inadequate policy coordinating and coordinating capabilities,insufficient supervision of policy operations,lack of accommodative environment for academic research,and evaluation systems are deeply influenced by the westen countries,ect.Secondly,there are enlightenment extracted from foreign pulic colleges: to specify the governance concept,to guarantee the right to independently run college,and to formulate regulations with Chinese characteristics and create harmonious environment.Thirdly,there are many methods to improve internal governance of local public universities in China.On the one hand,it focuses on policy macro-control,demand-oriented,accurate decentralization,effective supervision,and quality services.On the other hand,it improves internal governance programs,strengthens the education of core socialist values,enhances the ability of subject-based collaborative innovation,improves the content of system regulations,enhances the legal effectiveness of university regulations,establishes Chinese evaluation standards,improves the mode of running schools with Chinese characteristics,and creates an ecological environment for academic services.The research perspective of the article is relatively unique.The theoretical tools are in harmony with the theme.The innovation of this paper lies in conducting the research from a unique perspective by adopting appropriate theories and innovative methods,and the analytical framework is relatively new.At the same time,the article is abundant in content by using charts and tables,which maks the level more clearly.
