In the beginning of 1990's, the theory of new public management was introduced into Hong Kong public sector reform including the field of higher education. The relationship between the government and universities inevitably turned to the changes. Attention is concentrated on the relationship between the government and universities since the 1990s from the perspective of new public management theory.It is analyzed why the theory of new public management could be utilized into the sector of HK higher education. Its external cause is that Hong Kong public sector reform have great effect on the development of higher education and There are two main internal causes, first, the popularization of HK higher education causes various problems and challenges; second, HK government reduce the fiscal appropriation resulting in shortage of recourses in universities.An attempt is made to form a 3-D research field including legal relationship, governance relationship and economic relationship so as to engage in the research.. The legal relationship dimension in ruling of law involves universities' legal rights and the legal provision guaranteed by government. The governance relationship dimension connects with a mode of multi-center "governance" which includes government and the University Grants Committee (UGC) implement the multi-supervision mechanism in HK higher education (Teaching and Learning Quality Process Review ((HKUST) , Research Assessment Exercise (RAE), Performance Audit, Performance Measurement, Customer Orientation) and universities give response. The economic relationship dimension refers to the fiscal appropriation mechanism which comprise of direct appropriation mechanism (formula appropriation pattern, appropriation of competition pattern, the Matching Grant Scheme) and indirect appropriation mechanism. It was emphatically analyzed that the policy of financial allocation was made by HK government regulating the development of higher education and universities' majoy development trends. It is a means and manners of indirect control, and how to cope with the policy for universities. The paper carries out an analysis of The case study on "Allegations relating to the Hong Kong Institute of Education (HKIEd)" ,turning deeply to the 3-D research.
