This is a study of the evolving relationship between linkage agents and domestic institutional change during international regime accessions, based on the case of economies in transition and WTO accessions, according to the theories of how domestic actors respond to the international forces.This study, firstly, combed the theories of how domestic actors respond to the international forces, including "The Second Image Reversed Theory" aroused by Peter Gourevitch, "Diplomacy and Domestic Politics:The Logic of Two-Level Games" aroused by Robert D. Putnam, and etc. Then, the study sees the linkage agents as the middle power in the domestic institutional change during international regime accessions. The study argues that the linkage agents plays an important role in the case of economies in transition and WTO accessions. Through defining the linkage agents, classifying the linkage agents and analysing the form of communication of linkage agents, the theory want to explore and emphasize the impact of the linkage agents on domestic institutional change during international regime accessions.Secondly, the study narrows the thesis to the economies in transition and WTO accessions. The study believes the linkage agents, especially the governments, will push the domestic institutional change during WTO accessions. This study proposes a new different form of communication of linkage agents occurred between economies in transition and WTO accessions—Combined Communication.Thirdly, through the two case studies on accession to the WTO, P.R.China and Mongolia, this study proves the above theoretical conclusion in detail.Finally, this study suggeste that facing the domestic and overseas pressure from different linkage agents, P.R.China should establish the confidence and absolutely firm in upholding China's interests...
