Jilin Province Rural Social Security System Analysis

Social security in rural areas is an important part in one country’s social security systemand it is also a matter of fact in China. Jilin Province is a agricultural province as peasantrytake a large part in population proportion. Therefore the research on rural social securitysystem is the key to adjust social conflicts and establish a harmonious society. Rural socialsecurity system mainly includes three parts, they are the lowest guarantee for life, newcooperated medical treatment and rural old-age insurance. This paper focus on the study ofthese three issues and it pointed out some problems in our country’s social security systembased on the reference to western countries’ experience.Additionally this paper analyzed the development of social security system in UK andUSA. It emphasized on the function of government and expenditure of capital. At the sametime,according to the current situation of our province,this article observe the standard of minimum living security in our province,the problems existing in the process of new cooperative medical system and the backward ideas in perfecting the old-age insurance system in rural areas. And then putting forward the Five Principles and Three Suggestions to build and perfectthe rural social security system in our province.Rooted in the specific circumstances of our country and even our province,insisting the Principles,fully promoting the improvement andperfection of social security system in rural area,advancing the stable development of the national economy in our country, building a harmonious society.
