Research On The Modernization Of China' Rural Social Security

Report of the Seventeenth Party Congress set a separate chapter in the " Government for the People " issues for the first time,that pointed out that in contemporary China, actively building a sound social security system in rural areas has become a top priority to resolve livelihood issues,which is an important way to solve the "three rural" issue,which is an important part of building a harmonious society.The issues of social security in rural areas has become the hot point in theorists. Current research for issues of social security in rural areas has been achieved certain results,but research under the modern view of social security in rural areas are less.Research under the modern view of social security in rural areas,which isfor strengthening and improving Social Security building,has an important part in advancing socialist modernization in a smooth and healthy run.This article which elaborated based on theory of social security in rural area and modernization,indicated rural social security play the important role in the process of modernization,detailed analysis that rural social security basic situation ,such as,pension,medical treatment and subsistence,proposed lots of measures to improve rural social security. This paper is divided into five parts:The first chapter is the preamble part. It mainly analysis topics of the article, the basis and significance,research current situation, text structure and innovation point.The second chapter mainly analysis basic theory of rural social security.It elaborated basic content of social security and rural social security,indicated rural social security the three basic elements.The third chapter indicated the important role that rural social security plays in modernization.This chaper elaborated basic content of modernization,through analysising that"three agriculture"playing important role in modernization,summarized rural social security has an important position in modernization.The fourth chapter analysis current situation of rural social security.This chapter analysis in detail that basic situation ,such as,pension,medical treatment and subsistence,indicated problems in rural social security.The fifth chapter indicated countermeasures that strengthen and improve rural social security. Target setted , issue cleared, importance explained, so the next question is how to realize. This chaper is main part of this article. This chapter mainly through the analysis of Chapter fourth, for problems of rural social security, separately from the investment, fund management, legal protection, supervision and management aspects, proposed the countermeasures.
