Cyclic Process Of Economic Development In The Positioning Of The Role Of Government

At present, China needs to develop the circular economy in order to achieve sustainable development, which is excessive consumption of resources and serious environmental pollution and ecological damage to the environment. Our country developing the circular economy is carried on under the market economy condition, in market economy, the market mechanism should play the foundational role in the resources deployment. However, market mechanism itself has the flaws, such as the spontaneity, blindness, the information dissymmetrical and so on, which are unable to overcome by itself, thus causes an incomplete competitive market existence, all of which will lead to market failures. China's circular economy coupled with the necessary legal and policy system, which have not yet been established, so in the construction of the new economy, government should play an important role in the development of circular economy.Circular economy is still in its infancy in China, government cann't find its role in the development of circular economy, leading to the wrong government policy. This article attempts to analyze government's role location in development circular economy, especially analyzes the county level government's suggestions in the process of development circular economy. This thesis is with the subject of management and institute of economics of institute of technology of Kunming --" Mile County develop strategic research of recycle economy " This article analyze county government's role in development circular economy as an example of Mile County. The county government has a reference with similar Mile County.This article is divided into four parts, as follows:The first part, chapter 1 introduction, explains the main contents of background, meaning, method, characteristic and research in which the thesis studies. Chapter 2 related literature review, introduces the role of central government and local government in the economy role, and the reason of government intervention in the circular economy.The second part, Chapter 3, the role and policy of foreign government in the circular economy and Chapter 4, the role of and policy of Chinese government in the circular economy in the circular economy. This part analyzes the role and policy of government in the circular economy on the basis of the theory.The third part, Chapter 5, the role and policy of local government in the circular economy. This part analyzes the differences between the role and policy of central government and local government in the circular economy. because of the needs of the article, it analyzes the role and policy of county-level government in the circular economy.The fourth part, Chapter 6, the studies of examples——Mile County, analyzes the role and policy of Mile County government in the circular economy.Finally, the conclusions of the article.
