| County economy is an administrative-division-based regional economy, comprehensively arranging the economic resources within the areas of counties. County economy is the basic unit of the national economy. As a big developing country, China has a long history in dual economy and imbalanced regional development. To solve this duality problem, county economy must be considered as the entry point. At present, the development mode of our county economy is generally of the high-consumption, high-pollution and low-profit industrial structure with dominance on resources and the elementary processing and utilization of resources. The industrial development excessively relies on natural resources, which belongs to a lower-level, resource-consuming industrial expansion. This inevitably leads to the contradiction between the infinite economic development and the finite resources supply, and between the increasingly severe industrial pollution and the declining bearing capacity of eco-environment. It is of great theoretical and practical significance to take full advantages of the opportunity when our country encourages resource-saving and circular economy, to actively explore the development mode of circular economy, to change economic development mode as soon as possible, and to take the road of sustainable development. Therefore, the present paper put as its topic the selection of circular county economic mode, and elaborated related questions.This paper made a literature review on the theories of circular economy and county economy, expounded the concept development, main body, operation mechanism of circular economy as well as the connotation and characteristics of county economy, and then analyzed the main modes of circular county economy in our country. In the setting of Fengyang County, Anhui Province, from the perspectives of endowment of resources, industrial status, bracing system and safeguard conditions, the present study put forth three development ideas:industrial transformation, innovation and promotion. It also summarized the essence of county circular economy development mode is to transform and promote current industries by the basic principles of circular economy, and revealed the basis and fundamental means of selecting an circular county economy development mode in our country. Circular county economy development mainly contains three aspects:the ecological transformation of county industries, the selection of leading ecological industries, and the ecological industrial cluster. Specifically speaking, it endeavors to develop resource-based industrial clusters through the construction of ecological industrial parks. It readjusts the existing industrial parks and improves their functions so as to transform them into ecological parks. It excavates the industrial connotation, advances the industrial relevance, selects the leading ecological industries, extends the industrial chain, and develops manorial agriculture, sight-seeing agriculture and ecological tourism.Circular county economy is a systematic project and a step-by-step process. To establish a circular county economy development mode not only should be based on the current industrial characteristics, but also requires the support of such external factors as government presence, information construction level, the participation of the public mass and non-profit organizations. It reforms the performance evaluation system of local governments, brings the dominant role of governments into full play, formulates industrial policies accordant with the principles of circular economy, accelerate the adjustment of industrial, product and resource structures, and employs the concepts of circular economy to guide regional development, industrial transformation and conversion. In the process of effectively establishing circular economy model, great importance should be attached to the supervising and facilitating role of non-profit organizations.The paper took Fengyang County as an example to study the development mode of circular county economy. From a macro perspective, it put forth the basic means of circular county economy and its mode selection. But it lacked a sufficient analysis of the integrated utilization and feedback mechanism of resources in the industrial chain. |
