Industrial Cluster Upgrade Process In The Joint Municipal Quality Inspection Service Model Innovation Research

Since the reform and open policy, with the accelerating process of urban and rural industrialization, the Zhonglian city with unique geographical location, and open economic policy, and relatively low production factors favorable conditions and rapidly developing small and medium enterprises, Enterprise Networks, has become increasingly evident that have emerged in the number of towns and districts, Hundred and thousand of same profession production enterprise gathering becomes huge industrial clusters. However, this industrial clusters are low cost of the road side industries clusters, increasing competition in the market today, industrial clusters of the Zhonglian city are conducting a comprehensive upgrade by the lead of the Zhonglian government. This paper is based on the environment, through research and analysis the demands of the industrial clusters during the process of upgrading in the Zhonglian city, in the light of the existing service mode of Zhonglian supervision testing institute of quality, explore a new mode of service.As a unit established by the government and under the leadership of the Zhonglian Quality And Technical Supervision Bureau, Zhonglian supervision testing institute of quality includes those engaged in business, entrusted by the higher administrative departments in charge of the administrative area of product quality supervision, periodic inspection, participation in standards development and revision of the part of the work, assumes the relevant departments or the consumer product quality inspection arbitration, accepts the enterprise or individuals entrusted the product quality inspection. It is precisely because of its institutions, services in a passive mode for a long time, this mode of service not only seriously affect the quality and efficiency of Zhonglian supervision testing institute of quality, it cannot adapt to the present escalation of the industry cluster development needs.In the face of escalating the industrial clusters in the Zhonglian city, the existing service mode of Zhonglian supervision testing institute of quality could no longer meet the market demand, this paper will explore an innovative service mode to guide the enterprises upgrade, base on the research and analysis the demand for industrial clusters. There are totally five parts in this paper. Part I introduces the topic's background of new service mode of Zhonglian supervision testing institute of quality , also the purpose and significance of the topic , analyses the thinking and research method of this paper. Part II by introducing the existing service mode of Zhonglian supervision testing institute of quality and the research of the demands that the industrial clusters created during the process of upgrading in the Zhonglian city , analyses the inadequacies and problems existing service mode. Part III according to principles and ideas of the new service mode of Zhonglian supervision testing institute of quality, brings out the application of the new service mode. Part IV take Guzhen lighting industry cluster applications for new model as the case, based on the research and analysis of Guzhen lighting industry cluster and the findings of Part III . Part IV is a conclusion, the paper recalled, research and study concluded.
