Bot Financing Mode System Based On The Works Of Philosophy Study

As we known, the construction of public infrastructure has very important significance. However, it also has shortcomings,such as long construction period, high investment, high risk, complex stakeholder relationships and so on; so the construction and development of infrastructure has become a major problem plaguing the government. Governments have begun to adopt public-private partnerships in the form of France the development of public infrastructure.At present, national public infrastructure financing model mainiy includes BOT. Those models ease the pressure on government funding, bringing advanced technology and other aspects of traditional financing models do not have.And Those models received public recognition. However, they also have some shortcomings in running, which restricts development.BOT can be combined generalizedmore flexibility and adaptability, as public infrastructure development, a new way. BOT Financing Mode can be combined of the advantages, besides,it is more flexibility and adaptability,and will be a new way to public infrastructure development.Engineering activities are the basis for the modern society's existence and development, engineering innovation is the main battlefield of innovation. There are many philosophical studies at the present,but mostly in the philosopher's theoretical research, basic research and engineering philosophy are relatively weak.Engineering Philosophy includes system concept, social values, ecological concept, ethics and culture, values, etc. This article is based on works of philosophy and values, the use of value engineering to study the BOT Financing Mode mode of operation.In this article, the first is to use WBS to break down the stages of the project work,then use expert scoring to evaluate to definite the core problem.Then Value engineering will be applied to each stage of the core issues of the study, and draw the appropriate conclusions. In addition, in order to prove the feasibility of this study, this paper use value engineering to solve the core problem in the case of Kun-Wu Highway. By Specific research,to prove the value engineering is feasiblein the actual operation of the project.
