Enterprise organization reflects division and cooperation, departments' partition and duty scope, decision-making extent of authority and composing system of organization border in internal enterprise, and its advance and rationality have direct impact to business operations efficiency and competitiveness. In this opportunity and the challenge coexisting age, the manager and other members of the organization-to make the organization system adapt to external environment changes or satisfy the need within organizations, comprehensive and systematic solute problems of enterprise organization structure, operation and contact between enterprises and organizations-try to make creative adjustments, developments and perfection to internal mechanism of each subsystem, interaction mechanism with organization and external environment, so as to make it adapt to the development of the enterprise. Effective running of organizational innovation may cause enterprises to establish competitive advantage, even new resource base which has value, scarcity, not imitability and not the interchangeability through gaining new resources and performing conformity, thus realizes competitive advantage continuing. On the one hand, enterprise organizational innovation may provide implementation platform for implementing overall strategy and systematically carry on preparation for future operation direction, operation objectives and activities. The most main carrier of any strategic target is its organization system, when which cannot match with the overall strategy, it will play the destructive effect, and otherwise it will do the action of guarantee and promotion. On the other hand, organizational innovation enables material, personnel, information exchange between organizations with the surrounding environment, so as to establish a market-oriented market information, macroeconomic adjustment signal, and feedback response system timely reflected, and constantly optimize the combination of production factor, develop human resources, enhance value form management, focusing on asset management and capital accumulation etc. at the time when emphasizing on physical management, so as to improve and enhance organizational effectiveness.Objective/Goal Oriented Project Planning is a set of system theory, a set of operating tool and technical work advised on the base of investigation, analysis, diagnosis, project design, project planning, project monitoring and evaluation; Analytical Hierarchy Process (AHP) is a qualitative and quantitative systematical analysis method analyzing multiple targets, multi-factor and standards, more complicated large system; Experts investigation means anonymously to consult relevant experts, and statistics, processing, analysis and induction of expert opinion, it synthetically integrates most experts' experience and subjective judgment objectively.This article proposed the definition of enterprise organizational innovation and analyzed the essential factor and the barrier fully through researching on related literature of enterprise organizational innovation and its evaluation. It is an exploring research on enterprise organizational innovation ability appraisal that uses Goal Oriented Project Planning, combines Analytic Hierarchy Process and Expertise investigation to construct enterprise organizational innovation appraisal mathematical model, combing the current situation of enterprise organizational innovation appraisal from "soft target" angle. Last, the paper uses Kunming Strong Science and Technology Limited Liability Company to carry on the confirmation to the evaluating indicator system-applying theory to reality-in order to control enterprise organization innovative activities timely in innovation process and have certain effect on Kunming Strong Science and Technology Limited Liability Company. The paper tries hard to provide an enterprise organizational innovation appraisal thought frame with theory significance and actual value, then to promote organization theory research and organizational innovation practice developing forward.
