At present, the development of various industries and enterprises are faced with market competition and multiple projects simultaneously operating. Therefore, as enterprises increasingly tend to manage the project, as a new phase of development of project management of multi-project management, project management is becoming the new direction of research and practice, and hot spots. In the engineering and construction field, whether the owner or the construction side, the design side and supervision side, in the development process of enterprises simultaneous implementation of several projects have become the norm. In this multi-state project management, Enterprises will face funding, equipment, manpower and other resources, materials and technology, the rational allocation of factors of production problems. In multi-project environment, the internal allocation of resources between the project departments has become the core issue that restricted the success of business development and project implementation.The first part of this paper on the development of multi-project management and research literature reviewed, and described the characteristics of multi-project management and theoretical structure and system; also put forward the understanding of multi-project management. In the second part of a more detailed analysis of the construction enterprises in the traditional organizational structure of multi-project environment, demand for the resources that exist unreasonable. based on the explaining the advantages of process-oriented organization, put forward Multi-project proposed optimal allocation of resources to meet the process-oriented organization model as a multi-project resource allocation under the organization of measures for enterprise. In the third part of the conditions for resource-constrained multi-project resource allocation, based on currently used in the comparative analysis of advantages and disadvantages of several resource allocation methods, proposes the application of critical chain method as construction companies and more resources in the project environment configuration. The fourth part is the basis of the theory, by example to illustrate the application of the proposed process-oriented organizational structure helps to improve the construction project in multi-enterprise resources to optimize the allocation. And through the Critical Chain project management methods and more traditional critical path method of comparison to illustrate the practical application of the results of the practicality and effectiveness of methods. So that the critical chain project management method is a more ideal for enterprise multi-project construction method of allocation of resources.
