As a part of social security system in China, Low-rent housing system is an effective approach to solve the difficulties of low-income families. Since 1998,the construction of low-rent housing system has achieved some success.However, with the rapid economic development, accelerating urbanization, increasing attention to housing difficulties of low-income families and increasing number of low-cost housing security groups, There is a large gap between the current situation and the goal of low-cost housing construction, So the demand for funds is huge. At the same time, all along, there has been a big obstacle that singularity of financing channels and insufficient funds to the supplies of low-rent housing, and it will be more serious in the next few years. The construction of low-rent housing also has been hindered by lack of funds in Wuhan Metropolitan Area. For this problem, considering the characteristics of the development of Wuhan Metropolitan Area, from the perspective of broadening the financing channels, this article introduces the PPP(Public Private Partnerships) to the construction of low-rent housing and analyses its application in Wuhan Metropolitan Area.Firstly, this article studies the theory and practice of low-rent housing construction both at home and abroad, distills the key policy points of low-rent housing system, analyses the current supply of funds and the barriers in the construction of low-rent housing, elaborates the theoretical basis of introducing PPP to the construction of low-rent housing and its implication, basic types and characteristics.Reviewing and summarizing the situation of low-rent housing construction during last decades, this article discusses the specific operation of PPP applying to low-rent housing construction, including its target analysis, allocation of rights and responsibilities, design of the operation process and organization of contract documents. Further, benefit-sharing is one of the key points of PPP, this article studies the methods of profit distribution, then analyses the principles of profit distribution and proposes the profit distribution model based on the Nash negotiation model and makes an numerical example in the application of PPP in the construction of low-rent housing.At last, applying PPP to the low-rent housing construction in Wuhan Metropolitan Area, this article explores the integration mode and proposes operation security system in the low-rent housing construction of Wuhan Metropolitan Area.Significance of this article lies in additional theoretical finance model in low-rent housing, improving the project financing plight in the low-rent housing construction, promoting the implementation of low-rent housing system and achieving the success of the construction of resource-conserving and environment-friendly society in Wuhan Metropolitan.
