Special equipment is related to people's lives, public safety and social stability.On the one hand, it is very dangerous and the equipment whole life cycle is subject to the quality and safety supervision; on the other hand, special equipment industry is an important and special equipment manufacturing industry, its safe operation matters much about economic development and energy conservation.With the development of a new generation of information technology, the public platform for IOT(internet of things) information resources supported by RFID plays an important part in various areas of society, especially in the public safety. The use of RFID fills up the gap between software and equipment entities, achieve effectively a data transmission and share between them, and improves the dynamic supervision capacity of special equipment safety by online public platform for the supervision division, strengthens the safety responsibility consciousness of relevant units on the whole life cycle value chain. As the various types of enterprises within the special equipment industry are at a lower information level and among which the similarity of business processes is very high, the enterprises are very suitable for use the new information management mode for the IOT resource-based public service.The public service platform for RFID-based whole life cycle of special equipment (SEP) studied on this subject aimed at providing a reliable platform for the special equipment industry in its whole life cycle process management of designing, manufacturing, testing, maintaining and monitoring.The platform can meet the basic infrastructure function of IOT, which is to connect the sense layer and transport layer and carry out the issuing of the orders upon the application layer and real-time feedback of the equipment data.Accordingly, this subject had a detailed study about the needs analysis, process designing, functional structure, sub-modules of the SEP platform, established the corresponding functional model and process model. Meanwhile, the subject also discussed the information discrete share of information program through the powerful data collection function of RFID.The design and analysis of the system used the structured modeling method, the subject used the process flow diagram to establish and describe various sub process models and used the entity relationship diagrams to establish the system information function models. Meanwhile, examples were introduced to analyze and demonstrate the system models.This paper can be divided into five parts:In first and second part the paper described the background and significance of the subject, analyzed current domestic and abroad research and applications of RFID, IOT and the whole life cycle management, pointed out the deficiencies in domestic study and applications about RFID, and then expounded the relevant theories and various models of RFID and PLM under IOT model.In third part, combining with features of special equipment industry, this paper made a deep study of the business processes of SEP platform, and made a detail analysis about which data in the special equipment whole life cycle need to be generated and collected, the collection process, collection methods and collecting information storage. The special equipment whole life cycle process was described with process flow diagram, and an example for boiler was introduced.In fourth part, combining with features of special equipment industry, this paper put forward functional models for public service and management which are according with special equipment whole life cycle(designing, manufacturing, testing, maintaining and monitoring)in whole life cycle management. The function model consists of three major functional modules, nine sub-modules, the modules and the relationship between them were described with modeling tools.In fifth part, this paper made a detail analysis about the implementation effect of the platform put forward by the paper through practice data, discussed how to integrate the two information-based management tools——IOT and product whole life cycle to provide perfect public service and reduce information-based cost, this is an innovation of this paper.
