B usiness starting by return migrant workers originates between the late 80s and early 90s in the 20th century, comes into being and witnesses an increase in scale and proportion in current state economy. The business starters, immersed in the market economy in urban trade and work, have become the new-type migrant workers with expanding vision, adapting ideology, accumulating funds, comparatively advanced technology, skills and management experiences, and proactive business starting awareness, playing an active role in the optimization of agricultural structure, quickening the pace of new countryside building, promoting the progress of new countryside social civilization and increasing the income and employment scopes of redundant countryside workforce.The study, based on the approaches of literature research, standardized and empirical analysis, interprets the major problems facing the business starting by return migrant workers: shortage of capital and talents, lack of fair business climate and qualified business starters, and the potential blindness in capital investment. It proposes some counter measures, including expanding of capital supporting channels, establishment of business starting policy service, construction of training and developing models for business starters and talents, and strengthening the guidance of market information, to address those problems and further advance the achievement of grand goal of fully building well-off society in China.
