Research On Conflict Of Stakeholders And Its Governance Of Unban Brownfields Reuse

With the speeding up of our city’s development, the redevelopment of brownfields that located in the city center has become one of trends in the field of city’s development. On the one hand, the redevelopment of brownfields can not only restore the city’s economy, improve the environment, but also can alleviate the shortage of land effectively, and expand the space of city’s development; on the other hand, there is a potential risk of contamination in the redevelopment of urban brownfields,which will cause different degree of conflicts. In this context, this paper is based on the conflicts of stakeholders and its governance to explore the governance system that suitable to China’s national conditions in the redevelopment of brownfields.Firstly, The author uses comparative analysis methods to seek the problems from the successful experiences and cases at home and abroad for our country’s brownfields reuse. Secondly, according to the stakeholder theory, organizational forms of stakeholders and interests\matrix analysis method, the author identifies the category of stakeholders and summarized the main types, and builds their relationship network. Thirdly, according to the first-hand information obtained by informal interviews, the author analyzes the types of stakeholders and the causes of conflicts, and induced the Game Theory to discuss game behavior of stakeholder. The research shows that building a system based on the legal, government agencies’ coordinated management as leader, and public participation and funding system is an effective way to solve the conflict of the brownfield reuse. Fourthly, based on stakeholder theory, combined with our country’s national conditions and the current of the brownfields reuse to build urban brownfields reuse governance system, the author try to provide a new idea to improve the governance system for our country’s brownfields reuse.
