Intergovernmental Cooperation Mechanism

With the rapid development of economic globalization and regional economic integration, its not only accelerates economic growth but also brings many regional public issues. How to govern the regional public issues that across different administrative regions is not only a bottleneck to the regional economic integration in making breakthrough development but also increasingly becoming a focus of research to the scholars of regional economic management and regional public management. Though the sorts out of the relevant literature about intergovernmental relations and regional intergovernmental cooperation, the article finds that the cooperation of regional governments is an inevitable trend to resolve public issues that across different regions.With the establishment and development of the Yangtze River Delta and Pearl River Delta economic zones, our country' regional economic has achieved a certain development. It becomes a strong power to push sustained and rapid economic growth in our country. But because of the affection of compartmentalized system and the political achievement concept of pursuing economic growth in local government to the economic zones which are set up across different administrative region, that lead to the emerging of the negative phenomena which hinders the coordinative and long-term development of the regional economic and society. These negative phenomena include market segmentation under local protectionism, similarity of regional industrial structure, duplicative construction and etc. So, it is urgently to further promote intergovernmental cooperation, constructs institutional cooperation system between regional governments. Only in this way the regional economic integration development and sustainable development can be achieved.The article takes GuanZhong-TianShui economic zone as example, aiming at the current development situation and the problems that exist in the regional coordination of the economic zone, proposes that governments'cooperation in the economic zone is the selected path to resolve the coordinative development issue of the economic zone; it also constructs governmental cooperation institution for the economic zone. Basis on the integrated demonstration of GuanZhong-TianShui economic zone's current development situation, regional problems that existing, the basis of the governmental cooperation, the necessary condition of the cooperation and the power of the cooperation, the article proposes that Xi'an should be bigger and stronger in the construction of the governmental cooperation institution of the economic zone. At the same time the urban areas in the economic zone should actively integrate with Xi'an, also it should strengthen mutually beneficial cooperation between all levels of government, administrate according to law and establish unified market, integrate the resources and adjust the industrial structure to seek a breakthrough development. The construction of the institutional coordinative cooperation system of regional government includes the construction of the regional government cooperation and coordination agencies, also the formulation of the regional government cooperation rules and terms and the establishment of coordination mechanisms of interest.
