Firstly in this paper,the development of low-carbon economy at home and abroad are analyzed and studied, secondly? this study combined a low-carbon economy status of China's development with Xi'an economic development characteristics, it demonstrated the need and the objective necessity of developing a low-carbon economy in xi'an city. On the basis of the analysis of energy consumption structure and status in Xi'an City, the thesis constructed carbon emissions calculation model to calculate carbon emissions, carbon intensity and per capita carbon emissions, this model can use LMDI to decompose per capita carbon emissions and analysis Xi'an urban per capita carbon emission factors. By analysis of development condition.of low-carbon economy in Xi'an City and exploration to the path of low-carbon economy development mode suitable for Xi'an City it can be concluded that:(1)In Xi'an City, the energy production is single, and secondary energy accounts for dominant position; total energy consumption has increased steadily year by year, but energy consumption of the secondary industry accounts for half of the total energy consumption. Judging from growth of the energy consumption, energy consumption of the third industry grow fastest, with growth speed up to 10.0% annual year, energy consumption of Xian is still given priority to coal consumption.(2) by constructing energy consumption carbon emissions model to calculate carbon emissions from fossil energy and industrial production in Xi'an, xian total carbon emissions basically show a rising trend from 1995 to 2009 years, in 1998.2001 and 2003, carbon emissions reduce over the previous year. Since2005, the carbon emissions of Xian grows rapidly, which increase largest up to 18.84% in 2007.(3) carbon emissions intensity of Xian declines roughly from 1995 to 2009, in 1998, carbon emissions intensity decreased greatly, from 2004 to 2006 it rebounded. In general, Carbon emissions on the elastic coefficient of GDP growth basically less than 1, which is more than 1 in 1999.2003 and 2007, appearing "extensive" growth state that carbon emissions growth is higher than the GDP growth.(4) The emissions of carbon per capita in xi'an from 1995 to 2009 tend to increase, in the year 1998,2001,2003 and 2007 the rate of change was less than 0, the rate of other years were all more than 0; The emissions of carbon Per capita rate is higher in the year 2004 and 2005, respectively 15.24 and 17.77.(5) On base of economic sustainable development, finishing the task that GDP is relative or absolute decoupling is the principal condition to achieve a low carbon economy; developing a low carbon economy in xi'an exists some restrictions such as unreasonable structure of energy, low energy efficiency, endowment and the lack of capital, technology and policy.(6) the path to a low carbon economy including low-carbon policy, low-carbon industry and low-carbon energy and so on 8 aspects, at present, the low-carbon industry, low-carbon transport system and low-carbon energy consumption have a preliminary basis, but the city of low-carbon buildings and low-carbon policy are basically blank.
