Tourism competitiveness of the region takes a key effect to the development of the region.Xi'an is a big city with different kinds of nature resources and historic culture resources, aggregation degree and level is high. The process of Xi'an tourism industry development reflects government-led mechanism, and government offers the invisible protect to the tourism industry. So it is very significant of researching the government function in the process of tourism development.The paper uses the methods of industry economics, executive management, tourism science and other related theoretical knowledge. First, from the perspective of normative analysis, the paper discuss the necessity of government intervention, government function and action focal points, Attempting to analyze the local government in enhancing the competitiveness of the regional tourism industry in the mechanism. Second, with basing on the development of tourism industry in Xi'an, the paper builds the Xi'an tourism industry competitiveness evaluation index system which includes 27 indicators, and selects ten years' data from 2000 to 2009, and then conducts an in-depth analysis the evaluation results of the tourism industry in Xi'an by catastrophe series approve. This result is a starting point, the paper analysis of Xi'an municipal government in enhancing the competitiveness of the tourism industry played an active role and inadequacies. Finally the paper proposes measures to improve the Xi'an tourism industry competitiveness of the zone.The paper considers, the government takes on the responsibility of macro-control, regulate the market, communication and coordination, micro regulation and public service. Through five major action mechanisms of policy planning, supervision and management, promotion, communication and cooperation and personnel training, on the basis of Xi'an tourism industry's drawback in resource integration, product innovation, tourism environment, image promotion and inadequacies of Xi'an municipal government in enhancing the tourism industry competitiveness, the government can by way of improving government-led mechanism, and speeding up the integration of resources, strengthening the industrial linkage, improving policies and regulations, optimizing the industrial environment, promoting the overall image of the Xi'an tourism vigorously, and improve the competitiveness of the tourism industry ultimately.
