Rural poverty has now become a crucial problem pressing for solution in China, especially in the western region. Since developing traditional agriculture, forestry, animal husbandry and fishery can no longer efficiently alleviate poverty, developing tourism has become a main method of poverty alleviation taken by governments at different levels, which is a method that can more directly add to peasants' income and drive regional economic development than other methods like government allotment and bank loans employed in the past. Restrained by practical conditions in most poor rural areas, it's far from enough to rely on the peasants' personal input or market adjustment to develop tourism into the mainstay industry to promote regional development. Instead, government should play an important role. However, not all government action can promote development of poverty alleviation and help local people cast off poverty and become better off. Owing to inappropriate government action, poverty alleviation might not be achieved efficiently and might cause waste of resources or even unsustainable development. Hence, this paper takes government action in poverty alleviation as its object of study, finds out government roles and responsibilities in developing tourism eliminating poverty through a case study, and analyzes in great depths difficulties local governments running into in the process of tourism eliminating poverty.
