In order to realize the sustainable use of land resource in our country, improve the utilization of land and increase the area of cultivated land, our country started the Land Consolidation of Government Investment Project officially in 2001. Nowadays, with the maturity of the DEM application, the development of ARCGIS technology and the deepening of the Land Consolidation of Government Investment Project, it has already been the inevitable trend to introduce DEM and ARCGIS to the Land Consolidation Project. Therefore, under this background, the paper researches and discusses emphatically how to apply the technology of DEM and ARCGIS better in land consolidation and proposes some feasible and easy-operating ways to carry out it.The project planning of land consolidation is the key and difficulty of land consolidation. In order to enhance the quality and efficiency of this project planning, the paper carries on it with DEM and ARCGIS.First, basing on DEM and ARCGIS, the paper generates the slope-zoning map in project and has a scientific and accurate analysis. Second, the paper researches in land leveling engineering, farm road engineering and drainage engineering and proposes a series of effective and reasonable ideas and methods, which are applied in project.Finally, with the attribute of land object relevant information, the paper establishes a database of land consolidation and carries on information inquiry of land object based on the digital three-dimensional model, which reduces the trivial details of data inquiry and raises the efficiency of project planning. The paper takes the land development and consolidation project in Liaozhong county of Liaoning province as an applied example to explain and obtains good effect.
