As an important means to realize land protection and food security,land consolidation improve the input-output rate of farmland,increase income of farmers,effectively improve economic development foundation and agricultural production and living conditions in poor areas,and promote poverty alleviation.Potential evaluation of land consolidation is an important basis for scientific and rational land consolidation planning,at present,scholars at home and abroad have carried out research on the evaluation of rural land consolidation potential and mode,and have also made rich research results,however,the research on rural land consolidation is mainly concentrated in the eastern region,and relatively few in the western region of China,especially in the poor and ethnic areas in the western region.This paper taking Tongxin County,a typical poverty-stricken area in Ningxia as an example,analyses and summarizes the relevant theories and policies of land consolidation at home and abroad through method of literature research,it makes full use of remote sensing images,land use change survey database and agricultural land classification and grading survey data,by means of ArcGIS and field research,using typical sample area survey method,main factor analysis method,analytic hierarchy process,index method and four-quadrant method,the potential of agricultural land consolidation and rural construction land consolidation in Tongxin County are calculated and graded respectively;based on collection of data on natural,economic,poverty,land use status in Tongxin County,combined with research results of relevant scholars and existing rural land consolidation models,three different regions were designed.The main conclusions are as follows:(1)Potential calculation of agricultural land consolidationBased on analysis of the current situation of agricultural land in Tongxin County,the analysis tools of ArcGIS are used to determine the area that can be renovated for agricultural land,the area to be renovated for each township under different gradients,and the area of existing agricultural land consolidation projects,finally,the scale of agricultural land to be renovated is determined to be 52462.05hm2,then coefficient of new cultivated land in each township is calculated by typical sample area survey method and countryside is calculated the potential of new cultivated land is 6828.26 hm2.Combined with estimated quantity potential of agricultural land consolidation,and based on theory of agricultural land classification and grading,the potential of agricultural land consolidation quality in Tongxin County is estimated to be 4237859.85 kg.In the future,the focus of agricultural land consolidation in Tongxin County should be changed to increase the yield of cultivated land,improve quality of farmland and improve existing farming facilities and other indicators.According to quantity and quality potential of agricultural land consolidation,the comprehensive potential classification of agricultural land consolidation in Tongxin County is determined.The first-level potential areas include Xiamaguan town,which should be taken as key areas for agricultural land consolidation;the second-level potential areas such as Wangtuan town,Weizhou town,Magaozhuang township,Tianlaozhuang and Zhangjiayuan township can give priority to agricultural land consolidation;the third-level potential areas such as Xinglong and Yuwang township,affected by natural and socio-economic factors,can carry out small-scale consolidation of agricultural land in suitable conditions;the fourth-level potential area belongs to relatively disadvantaged one and potential is relatively small.In particular,Xiamaguan town has great potential in both quantity and quality of agricultural land consolidation,priority should be given to the regulation projects in the order of agricultural land consolidation.(2)Potential calculation of rural construction land consolidationAccording to actual situation of Tongxin County,the theoretical potential of rural residential consolidation is 4723.09 hm2 based on current rural residential area and the planned rural residential area;taking towns as units,eight indicators which have great influence on potential are selected from four aspects of nature,economy,society and land use,the weight of each indicator is determined by analytic hierarchy process and weight is used as a correction coefficient,the theoretical potential is revised and actual potential is 2042.04 hm2,which is relatively large;finally,four quadrants method is used to classify potential.The first-level potential areas includes Dingtang and Yuhai towns,with a total potential of 1185.13 hm2;the second-level potential area includes Hexi and Xiamaguan towns,with a total potential of 505.91 hm2;the third-level potential area includes Weizhou and Tianlaozhuang towns,with a total potential of 201.40 hm2;and the fourth-level potential area includes Magaozhuang,Wangtuan,Xinglong,Yuwang and Zhangjiayuan towns,with a total potential of 149.60 hm2.(3)Study on rural land consolidation modelBased on investigation of nature,economy and poverty and grading of potential calculation,combined with general planning of land use in Tongxin County and village layout planning,following principles of local conditions and regional characteristics,Selecting natural,social,economic and land use indicators,such as slope,location conditions,farmers' willingness to rectify,per capita net income of farmers,and the ratio of farming to living,11 townships in Tongxin County were systematically clustered,this paper designs the "basic farmland guarantee" agricultural land consolidation model and the "new rural community" rural construction land consolidation model and the "ecological protection" ecological land consolidation model are three land consolidation models:1)"Basic farmland guarantee" agricultural land consolidation model:this model is suitable for towns with relatively concentrated poverty population,large cultivated land area and high standard basic farmland construction tasks in Tongxin County.The key layout is Hexi,Wangtuan,Yuhai,Dingtang and YuWang towns.2)"New rural community" rural construction land consolidation model:this model is suitable for areas with relatively high level of economic development,relatively flat terrain and a certain basis for rural development,mainly in Weizhou,Xiamaguan and other townships.3)"Ecological protection" ecological land consolidation model:this model is suitable for areas with frequent natural disasters and fragile ecological environment,it is mainly distributed in some areas of Tianlaozhuang,Zhangjiayuan and Magaozhuang towns.In conclusion,this paper uses ArcGIS,spatial statistical analysis and field investigation and adopts a different evaluation method in combination with actual situation of study area,calculates and classifies potential of agricultural land consolidation and rural construction land consolidation respectively;Based on existing consolidation modes and using SPSS20 for cluster analysis,designs a basic farmland guarantee type,new rural community type and ecological protection there type regional characteristic consolidation modes,which can provide reference for design of land consolidation modes in poor areas.Through empirical analysis of rural land consolidation potential and model research methods and processes,it provides theoretical and empirical support for division of land consolidation areas and arrangement of key land consolidation projects.However,how to build a more scientific and dynamic evaluation index system of rural land consolidation potential,how to refine the design of regional characteristics of land consolidation model,so as to make research results more instructive,this is the issue that needs attention in follow-up study.
