With the development of modern society, to relieve the contradiction between supply and demand of resources, all the countries focus on the marine, the position of marine economy in global areas has become increasingly prominent. The basic of marine economy is marine industry, which is also an important component of coastal regional economy. From the reform and opening up, the development of marine industry in China has made a tremendous progress, but totally, there still exist many unreasonable parts during the exploitation of marine resources, and the development of marine industry in China is still not free from the model of resource-dependent, labor-intensive and mass spontaneous, the industrial structure is urgent to be upgrade. In the context that our nation encouraging eastern coastal areas in China take the lead in development, marine industry must be one of the key issues of industrial layout in the future. In face of fierce competition all over the world, our state should make corresponding policy on the strategic level, support and guide the development of marine industry, in order to promote the comprehensive upgrade of marine industrial structure.Now, in the research of marine industrial structure, scholars in China usually focus on a particular area to analyze the problems of marine industrial structure, investigate the reasonableness of marine industrial structure and the choice of leading industry. However, they ignored the openness of marine industry. The Policy recommendations they made are sweeping and lake of maneuverability. This article is based on the openness of marine industry, study the evolution of marine industrial structure in the context of foreign trade and international competition, and analyze the problem of the evolution of marine industrial structure with a unique angle of view. The aim of the article is to make practical policy recommendations for the development of marine economy in China's coastal areas.This article analyzes the rule of the revolution of industrial structure and the options of trade policy by discussing industrial evolution theory and trade policy theory. The article analyzes the mechanism of foreign trade on the evolution of industrial structure on the view of Leontief input-output model and import and export of international trade, uses an intergenerational model of two countries, two products to discuss the effect of international trade during the evolution of industrial structure, which laid a theoretical foundation for promoting the evolution and upgrade of marine industrial structure. The article also analyzes the evolution of marine industry and the changes of trade policy since the founding of our nation, summarizes the historical consistency of the two processes, which makes a linkage between the structures of first, secondary and tertiary marine industries, the internal structure of three marine industries and the evolution of trade policy. The writer takes the evolution of industrial structure of coastal shipping industry for an example, analyzing the influence of export tax rebates, export credits, tariffs, exchange rates and other trade policies on the evolution of internal structure of coastal shipping industry. All the above provide realistic basis for the influence of specific trade policy on the revolution of marine industrial structure.Based on theoretical analysis and positive analysis, this article makes a conclusion that trade policy has made a significant effect on the evolution of industrial structure, then, proposes the problem of the coordination of trade policy and industrial policy. At last, the article makes trade policy recommendations for the development of fish industry, marine high-tech industry, modern marine services and marine environmental protection industry according to the experiences of developed countries and the new situation after China joining to the WTO and facing with fierce international competition.
