Marine Industry Development In The View Of Open Economy

With the development of modern society, land resource has very limited development capacity. Accounting for 70 per cent of the Earth's surface, the position of ocean in the growing development of global economy is standing out. It will be another important factor to bring economic revolutionary development after technology. Therefore, developed countries have begun to promote the development of marine economy to improve GDP. With rich marine resources and after decades of development, China's marine economy has been with certain capacity. Therefore, in the wave of economic globalization, seizing the opportunity of global marine economic development to upgrade China's marine economy dramatically is an important strategy. Development potential and future appreciation space of Marine economic have decided the overall national economic development to a certain extent. So, how to enhance China's marine economy is an important issue of the development of China's marine economy, even the entire national economic development."More open, more economic security, for an industry, not open and no development is the biggest insecurity." Long Yongtu remarked at the time of China's accession to the WTO for five years. Along with the further development of economic globalization, the marine economy will face a more open environment, so integrate domestic resources and industry so as to win favorable conditions in international market, and become resilient to win in the competition. The party's 17th report clearly stated that "expanding the breadth and depth of opening to the outside world and promote open market-based economy" to improve the development of national economy. This thesis takes the advantage of the open economy to discuss marine economy development. By theoretical analysis, and combining economic theory with actual situation of the development of marine economy, the thesis draws a conclusion on how to develop marine economy. By vertical comparison of marine economy data in the past two decades, the third chapter analyzes the evolution process of marine industry. In addition, by comparing experiences of the United States, South Korea, Japan and other developed countries on how to explore marine, the thesis draws a conclusion on the way to develop China's marine economy.Under Open Economic Theory, Industrial Clustering Theory, Industry Advanced Theory and International division theory, this thesis analyzes the development evolution process of marine industry and relationship between marine industry and open economy. From the perspective of industry, this thesis discusses marine industry clustering, high-tech marine industry and international cooperation of marine industry in order to adapt to international economic development and positively lead domestic economy, so as to promote China's marine economy to develop fast and better and occupy a favorable position in the international division. Only strategy of marine economy development is not enough, marine industry development needs the protection of industrial policy. China's marine industry policy is to make up for market imperfections. It is an inevitable requirement to deal with the fierce international competition. The development and strengthening of marine country are closely related to the launch of adopted marine policy. Therefore, to formulate favorable marine policy is an important safeguard to ensure the long-term interests to guarantee stable and rapid development of China's marine economy.From reality, marine economy development and healthy and stable development of national economy are directly related to marine industries development; from the point of view of improving efficiency of policy, this thesis is of great significance of coordinating Government functions and enhancing decision-making efficiency; from the point of view of academic research, based on classical economic theory, the thesis do a research on the clustering and international cooperation of marine industry so as to provide reference to Chinese Government to formulate efficient and effective marine economy policies.
