The appearance and consistantdevelopment of marine industrial are companied with the process that marineindustrial are explored and utilized by humanity. Marine industry is similar toterrestrial industry. Marine industry refers to the ratio which different marineindustrial departments contribute to as well as the relationship of interdependence andmutual restriction among them.My article takes in the corresponding theories of the relationship betweeninterior industrial structure change and economic growth, then applies them to theanalysis of the relationship between marine industrial structure and marine economicgrowth as well as economic growth, takes Liaoning Province as the research object,uses the analysis methods such as empirical analysis to reveal the relationshipbetween marine industrial structure and economic growth in Liaoning Province. Toconclude that the drawing function of the marine second industry to the marineeconomy gross output of Liaoning Province appears the most obvious, next is themarine first industry, while the marine third industry’s drawing effect seems thesmallest. Therefore, the marine industrial structure of Liaoning Province needs furtheroptimization.So my article puts forward the following policy suggestions on the developmentof Marine industry in Liaoning Province.To optimize the marine industrial structure ofLiaoning Province, the marine first, second and third industries should be improvedcomprehensively. At the same time, the priority to the protection of marine fisheryresources must be given in order to promote the sustainable development of marinefisheries. Meanwhile it is nessary to rely on high and new technology to keep themarine second industry developing resonablely.What’s more, in order to optimize theindustrial structure, the third marine industry now attaches great importance, to speed up the third marine industry, marine tourism’s dominant position can’t be replaced.And the prosperity of marine economy depends upon the implementation of scienceand technology, also comprehensively promoting the development of different marineindustrial departments can’t be ignored. Last but not least the government should takethe responsibility that the ocean awearness of public must be enhanced and set up akind of concept called Big Marine View in society.
