Zhoushan Marine Industries Upgrade Study-Under Open Economy Perspective

The21st century is the century of ocean. With the depletion of land resources, marine has become another important development area for the world’s major developed countries on energy development and economic development. As the world continue to accelerate the pace of oceans development, China has also proposed a "maritime power" development strategy. Further accelerate the development of China’s marine economy has become an important aspect of creating new growth pole of China’s economic development. June30,2011, the State Council officially approved the establishment of China’s first marine national economy theme District-Zhejiang Zhoushan Archipelago New District. The establishment of Zhoushan New District is an important step in China’s implementation of "maritime power" strategy, but also important layout of dealing with the USA deepening of TPP and TTIP strategy and to further China’s deepen reform and opening up policy with building China’s eastern coastal opening strategy platform. In this context, with an open economic perspective, and the direction of open economic theory, ocean economic theory, marine industrial upgrading theory, leading industry choice theory, and through the analysis of Zhoushan open economy, the marine economy, marine industrial structure and status, the article researches and explores the necessity and path of Zhoushan marine industry upgrading. The mainly research ideas and conclusions of this paper are as follows:1. Through the research of the macro environment and the status of Zhoushan marine economy, I believe that the current Zhoushan marine industry is still in traditional marine industry development stage with relatively backward in technology, lack of talent and shortage of capital; From the view of the history of Marine Economy and open economic development in Zhoushan, both have inextricably linked;Under the background of the further development of economic globalization, transform Zhoushan traditional marine industries to modern with the perspective of open economy is an effective way to upgrade Zhoushan maritime economy by leaps and bounds. 2. Based on Open economic theory, Marine industrial upgrading theory and the summary of existing Marine economic development academic research for China’s coastal region, the author believes that the main mechanism of Zhoushan Marine industrial upgrading is taking the open economy as a perspective and marine economic policy as a guide to drive the Zhoushan marine industry to achieve great development by optimizing the marine industrial structure and upgrading the major marine industries.3. Basing on the dynamics of marine industrial structure in Zhoushan, taking the Leading industry theory as a guide, integrating the seven basic principles in industries selection, and comparing major marine industry in Zhoushan, the author holds the view that the government of Zhoushan should choose the coastal tourism and Zhoushan port logistics industry as the leading industry in the development of marine economy and then promote the marine industrial structure optimization in Zhoushan by the rapid growth of the leading industry in Zhoushan.4. Based on the development status of Zhoushan major marine industry, combined with the characteristics of modern marine industry and the development experience of the world’s oceans economically developed cities and regions, the paper proposed targeted transition path suggestions for Zhoushan marine fisheries, shipbuilding industry, coastal tourism and port logistics industry.5. Based on the development experience of domestic and international marine economy, the author proposed policy suggestions on marine personnel training, financial support, function island planning and environmental protection.
