With the economic development and the globalization of competition deepening, the competition between regions has become particularly intense, and study about the regional competitiveness is also gradually deepened. Jinan is the capital city of Shandong and the overall economic and social development is high level, but there are some outstanding issues in the process of economic development in rural areas and hinder the upgrading of rural competitiveness of Jinan. In the new environment, to conduct the study of the competitiveness of rural areas of Jinan is useful to improve the competitiveness in rural areas of Jinan and promote the sustained, healthy and rapid economy development in rural areas.The analysis in rural competitiveness of Jinan is based on the regional economic theory, comparative economic theory and competitive advantage theory to construct the competitiveness evaluation index system. Then select 26 indexes in three areas about production competitiveness, social competitiveness and sustainable development capacity and use the combined methods of quantitative analysis and qualitative analysis to evaluate the rural competitiveness of Jinan and its influencing factors. Using the combined method of catastrophe progression method and factor analysis method to evaluate the rural competitiveness of Jinan and the rank the rural competitiveness of Jinan in Shandong province and analyze the factors affecting rural competitive advantages and disadvantages of factors that is affecting the rural competitiveness and then analyzing the main factors of the competitiveness, lastly, use the analysis and comparison of the horizontal in order to got more intuitive and clear information.The evaluation of the rural competitiveness of Jinan shows that the rural competitiveness of Jinan ranked third within the Shandong province, just below the city of Weihai and Qingdao. The competitiveness evaluation index in rural areas, economic development level, level of technology, labor quality and the condition is affecting the social infrastructure in rural areas of Jinan as the competitive advantage factors those make Jinan ranked at the forefront within the province; and productive infrastructure, disaster-resistant capacity, environmental quality, and soil and water management conditions affect the competitiveness of Jinan as the disadvantages factors.On the base of analyzing the factors impacting the rural competitiveness of Jinan, combining the context of financial crisis, then get the conclusion how to promote the rural competitiveness of Jinan:at the Macro respect, to speed up industrial restructuring, strengthen infrastructure construction, promote the urbanization process and speed up the rural environmental management; At the Micro respect, transfer the agricultural technology, support the development of leading enterprises, improve workforce quality and enhance the resilience of agriculture. The implementation of macro and micro level measures to will actively promote the competitiveness of rural areas of Jinan City.
