Since China reformed and opened to the outside world, people's life levels have been gradually improved and requirements have tended to be diverse. As a result, flowers, for their rich functions, have been loved by more and more customers, and the flora industry, which is called "The Golden Industry" with the largest development capacity in present world, has emerged with the increasing requirement day by day. With the development of technological improvements and international businesses, the development of the flora industry in China has entered into a new period and the question that how to grab opportunities and how to rapid the development of the industry has become a new topic. The flora industry is a complicated system containing such many parts as production, operation, management, marketing, consumption, service, so we should adopt an objective and comprehensive evaluation method so that we can correctly discover the key points in the process of the industry development according to which we can give right suggestions for the sustainable development outlook of the industry.In this paper, based on the statistics from China Agriculture Statistical Report and China Forestry Statistical Yearbook, DEA was used to analyze the efficiency of the flora industry in different districts in China. The results of the longitudinal researches showed that the total efficiency of the flora industry in China was not very high and had a situation of gradual decrease year by year, while the horizontal researches indicated that there were different efficiencies of the flora industry between districts in China:there were only five districts—Beijing, Shanghai, Liaoning, Jilin and Guangxi—being efficient during the analyzed years, while other districts all showed the irregular inefficiency. Because of focusing on enlarging the industry scale so excessively that neglecting to strengthen technological powers, the two researches both showed a clear phenomenon that the efficiency was influenced by the technique factor but not the scale factor. This paper also use Regional Economics to analyze factors influencing the efficiency of the flora industry such as nature factor, zone factor, capital factor and policy factor, which is significant to promote the healthy development of the regional flora industry.
