It has long been the rapid development at the expense of economy in environmental pollution, ecological destruction and resources in China, and has caused irreversible damage on the compound eco-system economy-resources-environment. In recent years, abnormal weather, frequent natural disasters phenomenon has attracted the attention of people, which leads to academic workers begining to study how to transfer the center of gravity of the simple pursuit of economic development to focusing on the coordinated development of the economy and environment. As the important industries in the development of a country, the industry is obvious for the consumption of resources and destruction of the environment. Therefore, the evaluation of eco-efficiency as the core of China’s industrial area to promote sustainable economic development is very necessary, and, also meaningful.This paper discusses the connotation of the eco-efficiency, and the eco-efficiency boundary changes due to a scale boundary, ability to make use of the resources and ecological boundary. In China’s 30 provinces from 2007 to 2013 as the research sample, this paper constructs evaluation index system from two aspects of resource consumption and pollution emission, and uses the three stages data envelopment analysis(DEA) and the Bootstrap-DEA method to measure of regional industrial ecological efficiency, and regional analysis and evaluation. Finally through factor analysis, the mechanism of using Spatial Durbin Model, it runs econometric analysis with the energy structure, technological progress, environmental policy and the factors influencing the degree of opening to the outside world as industrial eco-efficiency.In this paper, scientific measurement of the eco-efficiency of regional industry is based on the total effect that is decomposed into the external environment factor adjustment effect and the random noise effect. After Wilconxon rank sum test found both effects are significant, the necessity of adjusting effect. This article, on the other hand, the eco-efficiency of industry of the external environment variable is set in the measuring process, while the government controlled factors on influence factors analysis section, which ensures the compactness of logic before and after, and increases the initiative of the government policy implementation.It has got useful conclusion through spatial econometric analysis. Further enhancing the level of industry eco-efficiency in our country should strive to optimize the energy structure, support technical innovation, and give play to effect of environmental policy support, rational treatment of foreign investment and further optimize the industrial structure.
