Any occurrence of natural disasters, such as earthquakes, typhoons, floods, or drought, may cause huge property damage and human injuries. Face a variety of natural disasters and man-made accidents, both pre-disaster contingency reserve, or emergency rescue process, Quick and effective response to the urgent relief needs right after natural disasters through emergency logistics distribution system is vital to the alleviation of disaster impact in the affected areas.During the twenty-first century, China get a rapid economic development, at the same time various natural disasters and public health events happen frequently, and emergency logistics is increasingly attented by government departments and academics. Emergency logistics as a special form of logistics has been more in-depth research and development, academic achievement is also related to endless, and the corresponding efficiency of emergency response equipment and logistics have also been effectively improved.First, this article elaborated the concept about logistics and emergency logistics, includ characteristics, structure, function, and the differences and relations between emergency logistics and general business logistics. And we stressed that the main purpose of emergency logistics is take the maximum limit supplies to the disaster areas as soon as possible without completely emergency demand and road conditions.Secondly, this paper presents two classification of emergency reserves, and solved the emergency reserves problem.Again, this paper presents a two-phase approach to the operation of emergency logistics and aims to develop a decision-making tool in planning for emergency logistics distribution. In this paper, we analyze the concept and features of emergency logistics distribution, establish a distribution model decompose into two phases. The purpose of the first phase is how to concentrate goods and materials in the shortest time and minimize the fleet size. And at the second phase we discuss when concentrated goods and materials are insufficient for demand of affected areas.Finally, an example of emergency logistics is presented to highlight the significance of the proposed model.
