Optimization Research On Emergency Material Distribution Under Time Constraints

In recent years, there is a series of major crises in the worldwide, such as Such as terrorist attacks, earthquakes, tsunamis, large-scale food poisoning, sudden transmitted diseases, and so on. More and more people are aware that we should strengthen the response to deal with the major crisis. China is in a crucial period when a series of public emergency occurs hourly because of social and economic high-speed development and a situation would be exasperating since the process of urbanization is hurrying up. Meanwhile, in virtue of the specific geological conformation and the environment of natural geography, China is one of the countries attacked easily by natural calamities. In the process of that the emergency were coped with, it should supply abundant lash-up materials to reduce casualties and property losses, prevent further deterioration of damage, speed up post-disaster reconstruction and speed up the restoration of order and production, etc. Therefore, emergency material distribution becomes the key question in the entire rescue process, the success or failure of the emergency relief work related to transporting the emergency relief materials to the demand points in the shortest time. This paper discussed how to achieve the economical efficiency in emergency logistics under the guarantee of the emergency rescue efficiency. Firstly, this paper discussed the emergency material characteristic in the basis of emergency material operation goals and links, the differences between emergency material distribution and common commercial logistic, and analyzed the strategy of emergency material distribution. Secondly, using the quantitative analysis, this paper built a model of emergency material distribution by applying network analysis. Thirdly, this paper analyzed the roads' change situation in the process of the emergency material distribution from the point of view of qualitative, and put forward the corresponding solutions. Finally, concluding the paper, pointed out the problems and deficiencies, then pointed out the further exploration and study.
