Yunnan Province To Participate In Pan-prd Regional Cooperation Countermeasures

After the initiation of Pan-Pearl River Delta Regional Cooperation in 2004, the cooperation fields and contents have been deepen and enlarged among cooperational partners. Yunnan province, as one of the parnter, has achieved greatly from promoting this regional coopetation.However, because of low level of Yunnan's social and ecnonmic development, it's earning ability is very limited.This paper firstly reviews the progress and achievements after Yunan entered into Pan-Pearl River Delta Regional Cooperation, then pay much attention to analysis the main queations that Yunnan province are facing. Those questions are:the low cooperative level due to backward economic growth, rudimentary industry structure and inferior industry compability,etc. Hence Yunnan's position in this regional division is mainly based on resouces endowment, as a natural resources and labor resources provider to other provinces. Meanwhile, this position also induces that Yunnan's industry transfer from other developed parnters has not played important role in Yunnan's industry structure upgrading. The other questions are:Yunnan as a less developing province, the advantage sharing is unequilibrium comparing to other developed provinces, the infrastructure and policy enviroment need to be improved.The paper analynizes the advantage vs disadvantage, opportunity vs disadvantage of Yunnan province as a parnter of Pan-Pearl River Delta Regional Cooperation, we find that capbility stucture, industry structure, infrastucture and education are the mail disadvantages, while Yunnan are also facing the hot compition of Guangxi Province with it's Pan Beibu Gulf Cooperation and other provinces compition in industry transfer.Based on Yunnan's advantages of resources, location, lower labor cost, pillor industries and open to South Asia and South-earest Asia, we provide those following as policy recommendation to promote Pan-Pearl River Delta Regional Cooperation.Firstly, Yunnan province needs to choose the emphsased cooperative parnter with cooperative contents. Like Guangdong, Hongkong shall be the first parnters to promote, so as to fully take their capital, technology, human resourscess,information and market advantages, and to absorb more FDI from those areas. Sichuan province shall be also focused on it's techonlogy, human resources and industry advantages. Meanwhile, Yunnan needs to promote the cooperation with Guangxi Province on traffic and energy infrastructure,from doing so the logsitical cost of Yunnan to costal areas could be reduces significantly, which will facilitate western power shift to eastern area, hence strengthern Yunnan's economic growth.Second, Yunnan should take the advantage of its resources, international passageway to South Asia, South-east Asia and other ASEAN countries market, and its competitive industry, make and follow comprehensive and well-considered plans, strengthen the industry transfer from Pan-Pearl River Delta Region. By building relative industry parks as the velricle of industry fransfer, and making more attraction to regional capital, technology and FDI project, grandually Yunnan shall achieve a dynamic industry transfer, which will help it's industry sturcuture upgrading and agrictltural labor force transform.Thirdly, as we pay more attention to build the international passageway and provincial passageway, we shall emphasae more on enviorment construction as well, lide the trade facilitation, informaiton platform, green pass of agricultrural products and regional prodctive factors mobilitity.At last, lead by the principle that economic development shall be harmonious with enviroment protection, as the fountainhead of pan-pearl river, Yunnan shall to drive forward the regional advantage sharing system, give impetus to build a mechanism of ecological compersation, to ensure sustainable development of pan-pearl river area.
