Analyses On Countermeasures Of Strengthening Work Injury Precaution Management

Work injury precaution is one of the three functions of the work injury insurance management, and the task and requirement of the work injury insurance system. Only when the precautionary function is embodied and carried out, can the work injury insurance become mature. Attaching importance to the precaution is not only the key to realize active work injury insurance policies, but alos the basic requirement and significant principle to fulfil the social security system.In recent years, Chinese work injury management has had some beneficial explorations and practice on work injury precaution through which people have gained a lot of great experience, however, a lot of problems still exist. During the process of vigorously pushing social insurance system, accompanying the rapid progress of extending the levy area and compensating work injuries, the rate of work injury accidents is still high, grave and major accidnets take place very often, and safety and sanitation situations in many regions are rather severe. Therefore, based on full understanding of the importance and sense of urgency on work injury precaution, it is essential to bring the precautionary function of work injury insurance toward accidents into play, to give full play to the work injury insurance as the stablizer of society, and to set up a modern work injury insurance system focusing on precaution.Based on the summary of literature on work injury precaution management at home and abroad, this thesis briefly introduces relevant theories and concepts about work injury precaution. Secondly, through analyses of the historical development and current situation of Chinese work injury precaution management, and the comparison with the developed countries, this thesis summarizes some problems in Chinese work injury precaution management. For instance, because of the incomplete legal provision on work injury precaution, it is hard to ensure the implement of concrete policies. Also, for the unsound managerial system,the function in some divisions cannot be fully brought into play. What's more, system of premium rate is imperfect, and system of motivation is far from effective. Further development of the work injury precaution management is compromised to some extent by all these elements. And then,using successful experience and advanced management concepts at home and abroad for reference, and combined with the current situation of operation of work injury insurance and concrete measures of work injury precaution management in Jinan, this thesis puts forward the potential development of Chinese work injury precaution, that is, to make sound work injury precaution laws and regulations, standardize the administrative setup and its function, and explore various ways of precaution through morden operational mechanism, advanced economic means and various scientific and technological methods to promote the development of Chinese work injury precaution management.
