Human capital plays an important role in economic growth. This has already been proved in the sustained economic growth in the developed countries. The rural areas in China have rich human resources, but the quality of human capital is not so high. The human capital investment in rural areas is a kind of social system engineering which involves with factors of government, organization, market, culture, etc. It is determined to improve the overall quality of human capital in rural areas and to promote the social and economic development in the rural areas mainly through education, training, migration, health care and other means. Baoji is located in the west of Guanzhong plain, with the agricultural population as 290 million people,80% of the total population. Every year, there are nearly 60 million rural labors go out for work, but the per capita income is below the national average. The farmers'life is not rich. As the second-largest city in Shaanxi province and a major city of labor export, under the background of the construction of socialist new countryside and the new round of development of western China, Baoji is required urgently to improve the quality of human capital in rural areas and pay attention to the human capital investment in rural areas. It has practical and long-term significance for the comprehensive construction of a well-off society, for the construction of socialist new countryside and for carrying out the western development strategy.Adopting the methodology of literature research, this paper is to review the theory of scholars home and abroad about human capital investment in rural areas by using the method of questionnaire and statistics analysis to make a qualitative and quantitative analysis on the current situation of the human capital investment in the rural areas in Baoji region. The research includes the aspects of rural education investment, migrant workers'on-the-job training, farmers go out to work and migration, rural cooperative medical issues, etc., and expounds the existing problems. On the basis of the relative official documents and data of National Bureau of Statistics, Ministry of Science and Technology, Shaanxi province and Baoji city, the research combined with the research method of institutional economics to propose corresponding suggestions to the existing problems so as to promote the human capital investment in the rural areas in Baoji...
