A Research Of Investment Evaluation About Rural Human Capital And The Contribution On Human Capital To Economic Growth In Rural Areas

Hunan Province is a traditional agricultural province, with many labor resources,low income level of farmers.In a word, Hunan Province is populous, especially in rural areas,but the low quality of the rural labor has become an important factor obstacle to the economic growth in rural areas of Hunan Province.The low level of the human capital in rural areas is mostly caused by the low education level,low health insurance status and low skills training.For this reason,this paper will be devoted to analyzing the relationship of the human capital of rural areas and rural economic growth.Different from the past studies,it considered the urban and rural areas as a whole,this article considered not only the particularity of rural areas,but also the personality of Hunan Province,which is significantly determined by the dual economy structure of Hunan Province.Human capital development in rural areas is different from cities, and targeted research for rural areas can provide more effective and realistic policy for the rural economic growth of Hunan Province.The main content is divided into the following parts:the first part,from the education,health care,science and technology in Hunan Province of rural human capital to carry out an investigation of rural human capital in Hunan Province and the development trend and its deficiencies.Part II,this paper uses principal component to evaluate the level of rural human capital investment of Human Province in2012.Part III,the rural human capital on the impact of the rural economy.Analysis through the model of human capital in rural areas for rural economic growth and the contribution rate,this paper collects and calculates data like production,human capital stock and so on from2001-2012.According to these data,regression analysis is done and result demonstrates that economy growth in various areas mainly relies on material capital investment,the contribution rate from human capital is low.Human capital has become a key element for economy growth.Hunan Province should improve the human capital investment and stock to contribute to rural economy growth.Part VI,the article propose how to improve the human capital of Hunan Province.
