As China's youngest municipality with a typical social architecture of"large cities,large rural areas",Chongqing, which has a prominent expression of a large number of rural human resources with low qualities will put the"Three Rural Issues"in an very important position. At the same time, being the nation's first comprehensive pilot area of matching reform between urban and rural areas, regardless of meaning of resolving the gap between urban and rural areas standard and changing the bi-elemened social structure or solving the"three rural issues"from a practical view , it will be a significant part of the social and economic strategies for Chongqing to actively promote human resources development in rural areas .This article is divided into seven parts. First chapter is for the background and significance of this paper, an overview of relevant studies, the novel ideas and perception of this research.The second chapter mainly focuses on relationship between overall planning of urban and rural areas and the development of human resources in those areas.And theoretically their variable relation was established. Chapter three discusses the essential theories and methods of human resource development in rural areas which are as followed: the relevant conception of human resources, theories of human capital and human resource development in rural areas. The next two chapter provide a status of Chongqing's human resources in rural areas and after a series of analysis the reasons to this situation are concluded.The sixth chapter which has analysis of some cases of Chongqing's human resources development in rural areas, demonstrates that in Chongqing how education investment in rural areas contributes to the agricultural economy and as well the impact on farmers'income by rural labor force's education. The last chapter tables some proposals and countermeasures for human resources development in rural areas of Chongqing from three aspects.At the end ,the paper makes a summary that for developing the rural human resources,the key points are increasing the education input to rural areas,effectively improving the qualities of rural labor force, with a emphases of choosing modes accorded with Chongqing's peculiarity to have the rural labor force trained properly.
