China Development Zone Administrative System Innovation Research

As a special area,China's economic development zones play an important role at attracting foreign investment, promoting regional economic structure and industrial structure adjustment etc,relying on special policies, flexible operational mechanism. However, with the acceleration of global economic integration reform, reform of China's market economy system,expanding the scale of development zones and policy adjustments on development zone, some new situations and new problems are appearing,at the same time the the shortcomings about management system of Development Zone are exposuring:Development Zone status is not clear, difficult to rationalize the relationship between central and local, organizational expansion, administrative inefficiency, etc. All these problems affected the development of areas for further development, so in the current of this new situation, the development zone management system reform and innovation is very important. In this paper, by new public management theory and multi-center governance theory, analysis the current management system of Development zone and problems on the basis of the Yantai Development Zone. Through the use of comparative approach, discuss the patterns and the development process of foreign Development zones in order to offer Experiences for the innovation system in Yantai Development Zone. Finally, from the development position of Yantai Development Zone, obtaint the specific measures of innovation:the clear legal position, straighten out the relationship between central and local, through the fostering agency intermediary organizations to reduce swelling Development Zone pressure, the establishment of flexible and efficient mechanism to improve the management efficiency of personnel.
