| The rural labor flow is the inevitable law of social and economic development and is the necessity in the process of urbanization and industrialization in China. While the flow of rural labor plays an active role in promoting the overall development of the three industrial sectors in our country. The flow of rural labor force is not only related to the construction of new socialist countryside and the overall realization of well-off society, but also related to the social harmony and stability.In this paper, the author did the overall Investigation and detailed analysis of the flow of rural labor and its effects through using the traditional theory and the latest research results and theories on the flow of rural labor. Then we not only need to accelerate the urbanization and the development of social economy, also need to improve the quality and skills of the rural labor force if we want to actively promote and guide the rational and orderly flow of rural labor force. While we need establish and improve our social security system as quickly as possible and other measures in order to achieve the goal which the rural labor force is reasonable, orderly and continuous flow.In this paper, based on the data collection and analysis, the author reached some conclusions by using the methods of comparison analysis, normative analysis and empirical analysis.First, the trend that the rural labor transfer to the urban is inevitable for China's social and economic development. However, the situation of China's labor force is in the "surplus" and "insufficient" contradiction. Surplus means that the surplus rural labor force has not been fully used and fully developed, there are a lot of surplus labor off the land. Insufficient means that the supply of labors often can not meet enterprises's demand in large and medium-sized cities and the eastern coastal areas, which led to the result that the quality and geographic distribution of labor is imbalance. Therefore, we should reasonably guide labor flow and realize the reasonable allocation of labor resources in order to accelerate the pace of urbanization and industrialization.The second, the rural labor flow exist four characteristics. The first characteristic is the way of flow. Most rural labor spontaneously or introduced by friends transfer to urbans, and some enter the city or town with a construction team. In short, they are lack of market economic guidance. The second characteristic is the age. The ages of rural labor is between 20 and 50, while the number of men is mor than women. The third characteristic is occupation, they are is mainly engaged in the second and third industries. The last characteristic is the level of education, they often accepted little education. Generally they graduated from junior middle school or middle school.The third, rural labor flow has stimulative effect on industrial development of urbans and towns. Labor is the basic elements of production. The flow of labor can not only affect the location selection and structure adjustment of industry, but also affect the process of urbanization of our country. With the flow of labor, the second and third industry of urbans has developed rapidly and enterprises have improved their efficiency. Agriculture, rural enterprises and the third industry have also developed on a degree.The fourth, at present, our country social security system is not perfect and lack of legal protection of the legitimate rights and interests of the migrant workers. The worker quality is quite low and the labor is unskilled. Construction of rural labor market is lagged and information of the supply and demand is asymmetric, while the ability of enterprises at town to absorb labor is limited. the rural labor flow is seriously hindered due to the above reasons, some urbans even appear"labor shortage" phenomenon.Fifth, the phenomenon of returning migrant workers is caused by exclusion of urban development and the high cost of life in cities. Actually, the returning of migrant workers has not only a negative effect on urban and rural, but also has a positive effect. Therefore, we should make full use of the driving force of economic development, stimulative effect of the quality of the rural labor and related social constraints in order to promote rational flow of labor and achieve the goals which the rural surplus labor force can transfer to urbans and the human resources is overall developed. |
