A large number of rural laborers move to work made great contributions to the city and other developed region's GDP growth. At the same time, mobile workforce has increased personal and family income. Compared with the increase of personal income and economic development of city, the economy of countryside is not optimistic. Of course, there are historical and political reasons. But the lack of high quality labor resources, the peasant's psychological changes to the out-flow district & the growing decline of education in out-flow district etc. have become the bottleneck of the development of the out-flow district. The issues mentioned above are just led by the one-way flow of rural labor force from countryside and underdeveloped district to city and developed district. The Fifth Plenary Session of the 16th National proposes the strategy of building a new socialist countryside, the objective is change the status quo of rural poverty and backwardness, and promoting rural economic development. In such a context if we do not fully study the bottleneck problems of economic development of out-flow district, it will be difficult to achieve the desired results. Through the survey in the rural areas of Guizhou Province (a representative out-flow district of rural laborers), staying on farmers, rural primary and middle school students and migrant workers in Guiyang City of interviews, combined the result of the others the author attempt to summary the status, characteristics and trends of the rural labor force flow and the economic development of out-flow district And investigate the negative effect the former bring on the agriculture, the non-agricultural industries and infrastructure in rural area by the theory of Regional Economics, Economics of Development, non-homogeneous theory of human capital and external diseconomies. Discuss how to improve the status quo of the flow of rural labor force & how to decrease the negative effect. At last, give the corresponding suggestions on labor mobility theme which is in favor of the economic development of out-flow district.
