Employment of migration labor force has been the most important problem in our country. In the last three decades years, China has been carrying on market economic reforming, along with which the imbalances in economic development has deepened, making our country there has been a significant migration of rural labor. In this paper, the migration of rural labor force, as well as the new phenomenon of returning back to country, we found as a result of migration of rural labor force in the course of various factors, resulting in the employment of rural labor force in many cities and towns difficulties, these difficulties is the main reason for the return of the rural labor force.Back to the phenomenon of rural labor mobility in the labor theory provides a new supplement, this paper argues that dual economy theory into the flow of rural labor force is accompanied by a cyclical alternation of movement and return to achieve, the return of the rural labor force in the dual process of economic transformation is a normal phenomenon and not as a special phenomenon. The mobility of rural labor force is generally shown by the relocation of the form to return to the form of a change along with this change and the dual economy developed into a developed economy, this change moment is the so-called Lewis turning point.Back to the phenomenon of the rural labor force at the same time there is a positive and negative impact. The Government should broaden the channels of employment, to create entrepreneurial economy and improving the quality of the rural labor force, increase investment in rural infrastructure and the establishment of mechanisms to protect the legitimate rights and interests in five aspects of rural labor force to deal with the impact of the return.
