The goal of this paper is to design and complete a system of mobile prepaid user real-time billing.With the expansion of China's mobile networks scale, the multiple-operators competition is getting intense. To improve the quality of services and provide wide various, intelligent, multi-level products become an important way of competitiveness. In the past decade, pre-pay mobile services got a rapid progress worldwide, which is the most widely used service of all the intelligent services.In recent years, mobile telecommunication field changes quickly with the advancement on telecommunication,computer,micro-electronics and software progress. New value-added services are keeping emerging. Because the value-added service platform all locates in the small service platform initial period, therefore the mode of bill is not on-time bill to prepaid user. With the not-real-time mode, there exists a billing delay and risk of billing failure.Along with the short message service, the coloring service is strongly, with over 60% users to select some kinds of value-added services. The loophole of not real-time bill of prepaid user brings to be more serious problems, and even some content providers (CP/SP) can use these loopholes to seek money for themselves.In order to solve the bill problem which is brought by service diversification, complication and continue alteration, we need to design a value-added service bill system. The system combined all kinds of value-added service socket together and implemented the compatibility to SCP. The system also satisfied the compatibility of this platform and various services platforms.The system has fully considered the high reliability in the design. The system simultaneously has stable and reliable, function consummate bill module. In order to supply each service platform, the system should develop many kinds of protocol to implement real-time bill. Such as SMCP protocol for short message and coloring, RADIUS protocol for data service, FTP for other expanded services.In the system, not only the test of SMS and data service was completed, but also the system security and the pressure test was completed. This project was proved to reach the design requirements.. The security of the system platform has been fully confirmed. This product might achieve the request of telecommunication level safety, and it might complete the bill requirement of each service.The significance of this paper lies in, the system not only succeeds to propose and implement connection ways for many service platforms, but simultaneously these connection ways also have the general reference and instruction significance to other new platform.
