| In recent years, local tax authority takes different measures of taxation management to carry out the new policy of taxation on private house lease, but it brings little effect because the small-sized house and the deconcentration of tax source make it hard to control and administrate. It is difficult for tax staff to pursuit detailed information of each house. There is an urgent requirement of developing a software to control the tax on house lease. In this situation, Ma'anshan Local Tax Bureau had developed the taxation control software of private house lease's management and service system. It brings the theory of project management into software development. The software takes advantage of advanced science and technology and it gives a new way to high quality, accurate and rapid practical work. It not only saves time and resources, but also lays a good foundation for future development and plan of taxation control project. It has innovative significance in Anhui local tax authority. The success of its implementation indicates the information of Anhui local tax.This paper focuses on the study of progress management in the software project of taxation on private house lease management and service system. First it is based on the thorough understanding of the related concepts of progress management and it is studied combining theory with practice. A system work breakdown chart is set up by using the technology of WBS according to the work breakdown structure of this tax control project. The countermeasure to the problems in the progress management is proposed using the earned value method. It is helpful to improve the progress management level of tax control project and taxation authority by analysis of the specific projects' implementation. The project management is promoted in the development and application of software in the taxation authority and it will play more and more important role in the future. |
