On The Role Of Government For The Property Management Of Residential Zone

Since the first property service enterprise was setup in Shenzhen, Guangdong Province in 1981, property management has been developed vastly. Property has become one necessary part of community construction and city management. The property management of Yancheng City, Jiangsu province was started in 1996.After ten-year development, it has been close to the direction of standardization, socialization and specialization. Compared with domestic larger cities such as Shanghai, a gap still exists. There are four outstanding problems on the present property management. The four outstanding problems are unsound property management system, small coverage of the property management, un-qualified service provided by part of the property services companies and environment of Property management industry needs to improve. From the aspect of public management, these problems are related to unsound system of property management law and regulations that government made, unsound system of administration mechanism, of the government guidance of public property management and lack of government supports for property management association.Therefore, from the aspect of public management, it has deep theory meaning and practical values to realize government functional position in property management which is the guider of property multi-functional management, framer of property management law and regulation system and supporter of other housing district property development. Combined the practice of Yancheng property management, in order to meet the final goal of constructing harmonious community by government, property industry, property service enterprise and owners, explore the government needs to improve the system of property management law and regulation, support the development of property service enterprises and support the development of self-governing organizations such as owner committee.
